The Solutions Framework is useful for outlining a problem and follows this format:
Problem Identification
Examining whether corporate and individual welfare is destructive to America's future.
Why We Care?
A nation with a growing number of individuals and corporations relying on government handouts and favoritism may fail to compete as effectively in a global environment.
Who is Hurt/Helped?
Individuals who belong to a favored group or corporations who are "too big to fail" benefit by gaining access to taxpayer-funded programs. Smaller businesses who lack the contacts in government and individuals who are not members of a favored class are disadvantaged. All society may suffer if "welfare" results in misallocation of limited, public resources.
Origin of the Problem
As long as there have been governments, there have been individuals and organizations that have used their influence or votes to garner preferential treatment.
Is the Problem Critical?
A system that rewards the "less productive but better organized over the more productive but less organized" can only provide its citizens with a declining quality of life.
